What is the correct order to use the permanent spoofer , before or after reinstalling Windows?

The correct order is: run the spoofer first (via the regular loader from a USB drive), then reinstall Windows, then run the spoofer once more.

If you reinstalled Windows before running the spoofer, the procedure was done incorrectly. You will need to reinstall Windows again and repeat the steps in the right order: spoof → reinstall → spoof.

Which loader should I use , regular or MSI? I have an MSI motherboard.

Use the regular loader. The MSI loader is not selected based on your motherboard brand , the make of your board does not matter here.

Got banned on a specific Rust server after spoofing, but other servers let me in , why?

This is a server-level ban issued by that server's administration, not a hardware ban from EAC. The permanent spoofer bypasses hardware bans from the anti-cheat system, but it does not bypass individual server bans.

To get around a server ban, try changing your IP address (use a VPN).

How long should I wait after spoofing before playing on my main account?

After completing the spoof procedure, it is recommended to actively play for a couple of hours on the new account , actively, not AFK. This reduces the risk of being flagged again when you switch to your main account.

How the EAC hardware ban works

Easy Anti-Cheat collects your system fingerprints: drive serial numbers, MAC addresses, motherboard identifiers, and SMBIOS data. When you get banned, those fingerprints go into the database. A new account on the same hardware means an instant ban. Swapping a single component won't help, since EAC cross-checks dozens of parameters. The spoofer changes every identifier at once, and the system comes up clean for the anti-cheat.

Why a Windows reinstall is needed

Traces don't stay only in the hardware. The Windows registry, caches, temporary files, all of it stores identifiers. The spoofer changes your hardware fingerprints, but the system still remembers the old values. A reinstall wipes the software side clean: a fresh registry, no caches, no traces of past launches. For Rust with EAC this is a mandatory step, and without the reinstall the spoofer can't guarantee a result.
